I have just tried it with the admin user and with my student, and they are coming through if someone actually submits a photo. Will investigate why a few non-photo submissions come through.

I figured out the issue. It is actually just if they hit submit with no changes, it doesn't track that the photo was not changed. I have made this correction and it will be included in the next release. All of these that show up this way have no other changes, and the photo was not changed either. So, you can get rid of these changes.
