I would think this is a bug rather than an intended use.
On the login page, the reset password link is dynamic and expanded instead of just the words. I accidentally clicked it when I was click off to the side. I would assume you would only want that to be a link when you are actually clicking on the words themselves and not the row all the way across the page.

This issue has been resolved and was included in version 2.44 that was installed at your school today. This will be available for other schools in the next release.
