New Employee - Contract Date Locked at creation

When I add a new employee, their contract date is required and locked with 2018-2019. I would expect it to be unlocked as 18-19 will now be invalid.

Active Contact vs Historical Contract

Active Contract is display only and displayed on the first page.  A history of contact is available under history, and you can add a new contract there, including setting the new one to active or adding historical ones.

Contract Year in Administration

Please update Human Resources > Administration > Contract Years.  It defaults to the one for todays date or the latest one available.
