Active Contract is display only and displayed on the first page. A history of contact is available under history, and you can add a new contract there, including setting the new one to active or adding historical ones.

I added a new person today. It defaulted with a 18/19 contract in her history...

Please update Human Resources > Administration > Contract Years. It defaults to the one for todays date or the latest one available.
