It is saying that this course is supposed to have a fee added but it is not attached to a transaction code in order to know how to add it. In Student Accounts > Administration > Transaction Codes, click on the transaction code for your additional course fees, and under 'Linked Courses for Course/Lab Fee', click 'Add All Fee Eligible Courses'. This will go out and add all of them. If you have more than one transaction code for different fees, you will want to delete any that are already attached to a different fee. Then click 'Save & Return'.
