If you give someone access to a sub section of system admin but not tools, it breaks because tools is the default page.
Not everyone should have access to tools so there needs to be a different landing page it seems.

Not everyone should have access to tools so there needs to be a different landing page it seems.
This will have to go on the future enhancement list. This would require a redesign of the system administration section.
I have made a few changes to this area. The new landing page for System Administration is the User search page, instead of tools. I have also moved the middle column from the tools page to a separate ‘Language Conversion’ section, so that it prevents confusion especially when trying to edit pick lists. This will be available in the next release (January)
