New Academic Misconduct Fields - Error on Save

Cliff College have reported the following error on attempting to save Misconduct entities on the new recording system.

I will put in a fix for this

I will put in a fix for this to show a better error.  But, Flagged by is not filled in but is required.  If this field is filled in, this error will go away.
