I have been able to notify the developers to resolve this.

We put in code on the Financial Aid Yearly Setup detail that will show Award Periods that are incorrect for a Financial Aid Year. If there are any, they are displayed and the user can delete them. They will not get deleted if a disbursement has been assigned to the period but any of the cases at NTS (at least on my test system), had no disbursements assigned.
I also put in code so if begin/end dates are changed for the disbursement periods assigned for the fin aid year, it will ask if the user wants to change any existing periods assigned to the students.
This is included in the next release.
