I am unsure if this is a bug or if I need to find the information elsewhere.
My issue is under Report/Merge Document, there is a tab for categories when you select a document, but it is empty. Also, under the Merge document, there are categories, but nothing is listed.
Under advance queries and report configuration, there are categories, but my assumption is that this is not pulling through to the categories of merge documents.

The document merge category has a security clearance issue. I can create the categories for you if you send them to me. The fix so you can add categories will be in the June system Update.
