dropped classes

I have a student  660016564 that dropped her summer classes at 100% refund but the student fee and tech fee are still on her account.

From what we can tell, it stems from the Add/Drop Deadline not being filled in.  We have added this to the Year maintenance screen in Student Accounts so that you can see it there.  This will be included in the next release.
