The Financial Hold: Yes - No Services, will do just that. It will either block or send a warning about students registering. Below is the result of trying to register for classes in the following methods.
Student Self Register - Your account is on financial hold. Please see Student Accounts.
Advisor Register - On Financial Hold - No registration Allowed.
Academics/Registrar Register on a student - On Financial Hold - No registration Allowed.
If you find this is NOT happening please direct email me the student so I can look into the issue.
The financial hold is working correctly I just thought this was a good option since it is for financial aid not student accounts, the student can sign up for classes they are just not eligible for federal financial aid, I will do a feature request for the SAP hold. This way the student has an accurate picture of the status of their financial aid.

After talking this through with Dana, we have added "Last SAP" to the top section of FInancial Aid > Student. This will show the value from the most recently run Academic Standing. I have also added "Last SAP" to Financial Aid > Administration > Scholarship Disbursement on the grid of Expected Recipients. It will not automatically block anything, but this will allow you to make an education decision. Let me know if you have any questions, or if you can think of any additional tweaks to this.
